INAF 435 - Problems in Multilatrl Diploma
The seminar focuses on problems that are multilateral in scope and require the skills of the "traditional diplomat but also require skills similar to those frequently found in complex legislative bodies.  Today, participants in multilateral diplomacy also include players not previously prominent in international affairs but have long been regular participants in domestic affairs. They consist of non-governmental organizations of almost every imaginable type. The trick is to identify the players, whether official or non-­ governmental, and take their various interests into account in such a way that progress resolving problems proceeds at a reasonable pace.  Still, there will be sharp differences on what is reasonable progress.

The emphasis in the seminar is on the process used in resolving multilateral problems. That said, no process is likely to result in a problem solved unless there is a thorough understanding of substance. Thus, while there is no effort to delve as deeply into the substance as might be expected in a course on, for example, the Iran nuclear issue, we expect to explore the options available
on Iran in the course of looking at multilateral aspects of nuclear non-proliferation. The seminar will examine a series of case studies around four clusters:
1)	An Uncertain Policeman

2)	Responsibility to Protect

3)	Non-Proliferation

4)	Where Borders Don't Count
